Abstract

Keberkesanan penyampaian sesuatu maklumat memerlukan individu, alat mahupun saluran yang unggul dan bersesuaian. Usaha ini haruslah dirancang dan dipertimbangkan dengan teliti oleh pihak tertentu agar setiap apa yang ingin disampaikan dan dilaksanakan itu dapat diberigakan dengan mudah dan berkesan. Dari itu, penggunaan bahasa retorik dilihat sebagai batu loncatan yang memberikan keyakinan dan tahap keberkesanan yang tinggi bagi sesebuah wacana yang disampaikan tersebut. Kewibawaan retorik sebagai seni yang mempengaruhi bukan sahaja berperanan untuk memperkukuhkan kekuasaan mahupun mempengaruhi fikiran dan emosi orang lain namun sebaliknya mampu menstimulasikan keseimbangan hubungan sosial yang terbentuk melalui sistem pemerintahan sesebuah negara. Melalui penyelidikan ini, setiap ciri khas retorik dapat diketengahkan dengan menghuraikan peranan dan fungsi-fungsi yang dimainkan oleh jenis-jenis retorik dalam penulisan sesebuah wacana. Hal ini khusus bagi mengilustrasikan idea, gagasan mahupun suatu fakta terhadap sesuatu pendekatan dengan cara yang kreatif dan terbaik. Di samping itu, keutamaan bagi penerapan bahasa retorik dalam perutusan kerajaan seharusnya dapat diperkasakan sewajarnya dengan menjadikannya sebagai anjakan paradigma ke arah perpaduan dan nilai kesaksamaan dalam masyarakat. Justeru, kajian ini memanfaatkan Teori Retorik Moden oleh Enos dan Brown (1993) sebagai landasan utama dalam menganalisis sejumlah 20 perutusan rasmi berkaitan jangkitan covid-19 di Negara Brunei Darussalam. Berdasarkan pemerhatian dan penganalisisan yang dijalankan, hanya empat jenis retorik yang diaplikasikan dalam wacana tersebut. Kesimpulan statistik merangkumi 34% teknik pendedahan, 30% teknik penerangan, 33% teknik pemujukan dan hanya 3% bagi teknik penghujahan. Dapatan penyelidikan ini membuktikan bahawa penggunaan bahasa retorik dalam perutusan rasmi kerajaan adalah amat penting dalam memperkukuhkan sistem pemerintahan negara serta mampu melestarikan cara hidup yang relevan dan berkualiti.

The effectiveness of delivering information requiresindividuals, tools or channels that are superior and appropriate. This effort must be planned and considered carefully so that everything that is to be conveyed and implemented can be conveyed easily and effectively. Therefore, the use of rhetorical language is regarded as a stepping stone that provides confidence and a higher level of effectiveness. `Rhetoric as an influential art not only plays a role in strengthening power or influencing the thoughts and emotions of others but also stimulate sthe balance of social relations. Through this research, each rhetorical feature is highlighted to discuss its role and functions in the discourse. Using Enos and Brown’s Modern Rhetorical Theory (1993), a total of 20 official conferences on the latest developments of the spread of covid-19 infection were discussed. Findings have shown that there were four main types of rhetoric, i.e. Statistical conclusions which include 34% of expository techniques, 30% of descriptive, 33% of persuasion and only 3% for argumentation techniques. This also implies that rhetoric language is very important in ensuring the dissemination of knowledge among the institution and people is effective and and transparent.

Abstract

Isu diskriminasi antara kaum telah tular di media sosial berikutan isu pemberian vaksin secara jumpa terus yang mula dibukakan di Pusat Vaksinasi Stadium Tertutup pada hari Jumaat, 24 September 2021. Jumlah orang ramai yang ingin mengambil vaksin telah melebihi jangkaan sehingga menyebabkan keadaan menjadi tidak terkawal dan berlakunya pelanggaran Prosedur Pengendalian Standard (SOP). Kajian ini dijalankan untuk membincangkan isu diskriminasi kaum yang berlaku semasa gelombang kedua pandemik COVID-19. Penelitian menggunakan metode kualitatif secara deskriptif. Data yang diperolehi daripada komen-komen dalam halaman Brunei Dot Com, dan Facebook ini seterusnya dianalisis menggunakan model tiga dimensi Fairclough (1992). Hasil kajian mendapati kesemua komen telah menunjukkan sikap diskriminasi dalam kalangan masyarakat Brunei secara sedar ataupun tidak. Isu diskriminasi ini bukan sahaja dapat dilihat dari sudut representasi linguistik, tetapi juga penghasilan dan pewahanaan wacana berkaitan pada halaman Brunei Dot Com, dan Facebook. Kajian ini juga menunjukkan bahawa wacana bukan saja mampu dibentuk masyarakat tetapi juga membentuknya.

The issue of racial discrimination concerning the commencement of walk-in vaccination at the Indoor Stadium Vaccination Centre on Friday, 24 September 2021 was widely addressed in the social media. Chaos ensued as an influx of people attended the centre and violated the Standard Operating Procedure (SOP). This paper examines the issue of racial discrimination during the second wave of COVID-19 pandemic in Brunei. As a qualitative-descriptive study, data obtained from Brunei Dot Com, and Facebook page, were analysed using Fairclough's (1992) three-dimensional approach. Findings have shown presence of discriminatory attitudes among the local community displayed as deliberately or unintentionally. This is manifested in its linguistic representations, discourse production and consumption in the selected Brunei Dot Com and Facebook pages. This study indicates that a discourse is not only capable of shaping but is also shaped by the community.

Abstract

The concept and practice of e-services has become essential in business transactions. Yet there are still many organizations that have not developed e-services optimally. This is especially relevant in the context of Indonesian Airline companies. Therefore, many airline customers in Indonesia are still in doubt about it, or even do not use it. To fill this gap, this study attempts to develop a model for e-services adoption and empirically examines the factors influencing the airlines customers in Indonesia in using e-services offered by the Indonesian airline companies. Taking six Indonesian airline companies as a case example, the study investigated the antecedents of e-services usage of Indonesian airlines. This study further examined the impacts of motivation on customers in using e-services in the Indonesian context. Another important aim of this study was to investigate how ages, experiences and geographical areas moderate effects of e-services usage.

The study adopts a positivist research paradigm with a two-phase sequential mixed method design involving qualitative and quantitative approaches. An initial research model was first developed based on an extensive literature review, by combining acceptance and use of information technology theories, expectancy theory and the inter-organizational system motivation models. A qualitative field study via semi-structured interviews was then conducted to explore the present state among 15 respondents. The results of the interviews were analysed using content analysis yielding the final model of e-services usage. Eighteen antecedent factors hypotheses and three moderating factors hypotheses and 52-item questionnaire were developed. A focus group discussion of five respondents and a pilot study of 59 respondents resulted in final version of the questionnaire.

In the second phase, the main survey was conducted nationally to collect the research data among Indonesian airline customers who had already used Indonesian airline e-services. A total of 819 valid questionnaires were obtained. The data was then analysed using a partial least square (PLS) based structural equation modelling (SEM) technique to produce the contributions of links in the e-services model (22% of all the variances in e-services usage, 37.8% in intention to use, 46.6% in motivation, 39.2% in outcome expectancy, and 37.7% in effort expectancy). Meanwhile, path coefficients and t-values demonstrated various different influences of antecedent factors towards e-services usage. Additionally, a multi-group analysis based on PLS is employed with mixed results. In the final findings, 14 hypotheses were supported and 7 hypotheses were not supported.

The major findings of this study have confirmed that motivation has the strongest contribution in e-services usage. In addition, motivation affects e-services usage both directly and indirectly through intention-to-use. This study provides contributions to the existing knowledge of e-services models, and practical applications of IT usage. Most importantly, an understanding of antecedents of e-services adoption will provide guidelines for stakeholders in developing better e-services and strategies in order to promote and encourage more customers to use e-services. Finally, the accomplishment of this study can be expanded through possible adaptations in other industries and other geographical contexts.

Abstract

Purpose

Comprehensive basis to measure civil servants’ neutrality in the effectuation of concurrent regional head elections, valid basis to determine the most appropriate strategy to enhance civil servants’ neutrality in the governance.

Design/methodology/approach

This research is a normative or doctrinal research. Secondary data are retrieved from the literature in the forms of legal documents and regulations concerning civil servants’ role in general elections. In this research, two products of law were analyzed as follows: first, the one related to the urgency of civil servants’ neutrality in regional head election and second, the one related to the synchronization of legal norms about civil servants’ neutrality during regional head elections. Data analysis was done using a juridical qualitative analysis model.

Findings

The urgency of neutrality is real in the implementation of concurrent regional head elections due to 3 reasons as follows: Historically, state civil apparatus neutrality and regulations. There is a synchronization of the neutrality of the civil state apparatus in the legislation concerning civil state apparatus with the laws and regulations concerning the implementation of concurrent regional head elections including the following: Act Number 5 of 2014, Act Number 10 of 2016 and Act Number 8 of 2012.

Originality/value

The study investigated the neutrality of civil servants during the concurrent regional head election in Indonesia. The objectives of this research were investigating, comprehending and analyzing the urgency of civil servants’ neutrality in regional head election, and describing and analyzing the synchronization of civil servants’ neutrality based on the laws related to civil servants and laws related to the effectuation of concurrent regional head election.

Abstract

Purpose

The purpose of this paper is to analyze the impact of farmers’ agricultural production mode transformation, from the perspective of agricultural division of labor and cooperation, on their agricultural production efficiency including technical efficiency, pure technical efficiency and scale efficiency.

Design/methodology/approach

This paper analyzes the impact of the agricultural production mode’s transformation on farmers’ agricultural production efficiency, based on the classical theory of division of labor and specialization, transaction costs and cooperation. It uses 2013 survey data from 396 farms in 15 Chinese provinces to explore the contributing factors of agricultural production efficiency using a double selection model (DSM), which can correct the endogenous selection bias in farmers’ decisions.

Findings

Farmers that participate in agricultural division of labor and cooperation means transform their agricultural production from a traditional self-sufficient mode to one that is specialized and intensive. Agricultural division of labor measured by farmers’ participation in an agricultural division of labor in the production stages, or in agricultural products, and agricultural cooperation measured by farmers’ participation in farmers’ cooperatives significantly and positively influence their agricultural production efficiency after correcting farmers’ endogenous selection bias.

Originality/value

This paper proposes a unified framework to analyze the impact of farmers’ agricultural production mode transformation on their production efficiency. Further, it builds a DSM for an empirical analysis to avoid the endogenous biases in farmers’ self-selection behavior. This paper also provides ways for policy makers to improve farmers’ agricultural production efficiency from the modern agricultural production perspective.

Abstract

Purpose

This paper aims to solve the problem of public resource allocation among vulnerable groups by proposing a new method called uncertain α-coordination value based on uncertain cooperative game.

Design/methodology/approach

First, explicit forms of uncertain Shapley value with Chouqet integral form and uncertain centre-of-gravity of imputation-set (CIS) value are defined separately on the basis of uncertainty theory and cooperative game. Then, a convex combination of the two values above called the uncertain α-coordination value is used as the best solution. This study proves that the proposed methods meet the basic properties of cooperative game.

Findings

The uncertain α-coordination value is used to solve a public medical resource allocation problem in fuzzy coalitions and uncertain payoffs. Compared with other methods, the α-coordination value can solve such problem effectively because it balances the worries of vulnerable group’s further development and group fairness.

Originality/value

In this paper, an extension of classical cooperative game called uncertain cooperative game is proposed, in which players choose any level of participation in a game and relate uncertainty with the value of the game. A new function called uncertain α-Coordination value is proposed to allocate public resources amongst vulnerable groups in an uncertain environment, a topic that has not been explored yet. The definitions of uncertain Shapley value with Choquet integral form and uncertain CIS value are proposed separately to establish uncertain α-Coordination value.

Abstract

Historians of technology have for the past decade begun to recognize the important role that technology plays in nation-building. From the development of the steam locomotive in Britain in the early 19th century that was integral to the Industrial Revolution to America’s emphasis on its technological progressiveness in its national narratives in the 20th century, studies have shown that the history of technology is necessarily the history of nations as well. While the majority of previous research focuses primarily on Western nations (and unsurprisingly so, considering that a greater proportion of technological advancements have happened in these countries in the recent past centuries), less have studied how other countries have dealt with the rise of modern technologies in the development and maintenance of their national identity. This paper seeks to expand the critical scope by examining Brunei’s stance on technology in the 1960s – just after the 1959 Constitution was established declaring the nation an independent, sovereign Sultanate – a time when Brunei was still in the early stages of defining its own identity. I propose that Brunei used modern technologies in order to further solidify its Muslim identity as a response to modernization and globalization, which is distinct to many previously-studied countries that focus more on boosting their military and/or industrial prowess. Brunei’s approach, then, notably counters oft-perceived contradictions between religion and technology. This study will focus on Brunei’s first film, Gema Dari Menara (1968), which was tellingly commissioned by the Religious Affairs Department, and will examine the portrayal of modern technologies that seek to break the binary between religion and modernity to show an image of Islam that is compatible with a developing Brunei.

Abstract

Purpose

There are two primary objectives of the research. Firstly, the study aims to explore the service quality dimension of Indonesian Islamic banking using a CARTER model. Secondly, the study aims to examine the relationship of service quality towards customer satisfaction, trust and loyalty in Indonesian Islamic banking.

Design/methodology/approach

The conceptual framework of the study will be examined using the PLS–SEM approach. Then, it will be examined using the 392 collected data from Indonesian Islamic banking customer in Surabaya.

Findings

Reliability becomes a key driver of customer satisfaction towards Indonesian Islamic banking. Then, customer loyalty will improve more significant if the Indonesian Islamic bank can firstly improve its customers trust.

Research limitations/implications

The research results are questionable to represents Indonesia in general because all the sample of the research is Islamic banking customers in Surabaya, East Java Province.

Practical implications

Updating with the newest technology in delivering integrated products or services will lead Indonesian Islamic banking satisfying its customer more. Then, Indonesia Islamic banking should develop the capability of human resources related to banking skills and understanding of Islamic principles to increase customer trust.

Originality/value

This research is essential in complementing the previous research regarding the level of contribution of compliance in Indonesia Islamic banking. Then, the research discusses how compliance becomes an essential part of service quality that could increase the market share of Indonesian Islamic banking by enhancing the level of customer trust.
